The German personnel service provider meteor uses electronic signatures with MOXIS. The planned integration of MOXIS into the ERP system TIMEJOB from XiTrust partner Gedat is seen as the optimal solution for the digital future.

Sascha Ertel can sometimes only shake his head. “Digitalisation still has a lot of room to grow, especially in Germany,” says the IT manager of the personnel service provider meteor. “If the bank of a globally operating group cannot yet sign electronically, as I recently experienced, you can’t believe it.” Sometimes, says the experienced IT manager, Germany still seems like an IT development country to him.

The meteor Personaldienste AG & Co. KGaA, headquartered in Cologne, has branches at 13 locations in Germany. Today, the company has 1,550 employees and has been successfully placing temporary workers in mainly industrial and technical professions for 30 years. The company is proud of the fact that the pay is above the collective wage agreement and that a large number of social benefits have made meteor an attractive employer. Ertel: “The demand for external staff is unbroken. Our customers appreciate the flexibility that our range of services ensures them.”

In these 30 years, the market and framework conditions in temporary employment have changed profoundly. Ertel: “Digitalisation has accelerated our service and enabled a whole new level of efficiency, especially in the field of human resources and document management.” Electronic signatures with MOXIS now play a key role in this. With TIMEJOB, meteor will in future rely in parallel on the ERP solution of XiTrust partner Gedat.

Corona and the AÃœG as drivers of the e-signature

Even before the final implementation of TIMEJOB, XiTrust Germany enabled electronic signatures at meteor. “This had to run faster due to corona and worked out perfectly,” says Ertel. “This means that in future we will have the leading ERP system for personnel service providers including electronic signatures in use with MOXIS,” says Sascha Ertel happily. A company-wide roll-out is planned.

At the latest since the amendment of the Temporary Employment Act (AÃœG) of 2017, electronic signatures have become a permanent feature in the industry. Background: In contrast to previous versions, the AÃœG makes it mandatory to sign all contracts under labour law before the employee starts work. “Corona has increased the duration. However, we had already checked beforehand where we could optimise our processes. The goal was to have the temporary employment contracts completed more quickly.”

More efficiency: external signatures with MOXIS

Service contracts are always teamwork, as they require the signatures of different parties. If this requires physical presence in a branch office, personnel service providers like meteor lose valuable time. Efficiency in contract matters can become a competitive factor: The sooner all papers are signed, the greater the chance of securing lucrative client contracts.

This was usually associated with additional logistical effort. “The colleagues from Human Resources travelled quite a lot to gather the necessary signatures.” Sascha Ertel sees the possibility of integrating external signatories into the electronic signature process with MOXIS as an optimal support for the core business.

The QES as a standard tool

For legal reasons, all contracts with meteor require qualified electronic signatures (QES). Digital signatures, in other words, which have the same legal effect as handwritten signatures under the eIDAS Regulation at EU level. The prerequisite for this are valid digital identities, which IT manager Ertel can issue in his capacity as registration officer. “Our employees have long understood the possibility of qualified electronic signatures as standard equipment. They can also use the electronic signature in private, for example for banking transactions or in official matters.” Sascha Ertel is now supported by two other colleagues.

For a convinced advocate of intelligent digital solutions like Sascha Ertel, all that remains is the hope that Germany, an “IT development country”, will soon become a thriving digital landscape in which the challenges of Germany as a business location are in good hands, also with the support of meteor.
